Fernando supports NRGI’s Latin America regional director to manage projects in Chile, Colombia and Peru; assists with the development of priorities and strategies; and supports the design and implementation of projects and grants.

Fernando has worked in the governance of extractive industries in Latin America for 15 years—four of them in Bolivia with International IDEA, and since 2011 with NRGI in Peru and Colombia and, more recently, Chile. He has focused on revenue management and governance of the copper, coal, lithium and oil and gas industries.

Fernando trained as an economist at the Universidad San Francisco Xavier in Bolivia and holds an M.B.A. from INCAE in Costa Rica, with a concentration in natural resources. He speaks Spanish and English.
