The Capacity to Change

From 2009 to 2011, with support from the Bill and Melinda Gates Foundation, Revenue Watch conducted capacity-building projects for parliamentarians, civil society organizations and media in Ghana, Sierra Leone, Tanzania and Uganda. Initially, all four parliaments were not making full use of their oversight powers. The pilot projects aimed to help parliaments improve the legal and regulatory framework governing extractives in their countries, and assist outside stakeholders in providing effective oversight.

This RWI impact assessment reviews challenges faced in the pilot project, specific country contexts, an overview of RWI services, key successes, lessons learned and feedback from parliamentarians and other stakeholders.
