Licensing During the Energy Transition: Understanding the Risks and Challenges (OECD Forum on Responsible Mineral Supply Chains)

Organized by the Extractives Industries Transparency Initiative (EITI), ICMM, Natural Resource Governance Institute (NRGI) and Transparency International Australia

The award of mining licenses is one of the most contested points of the mineral extraction process, and a node of significant corruption risk. More mining is needed to meet the world's energy transition needs. This is impacting trends in mining licensing. In some countries officials are taking steps to expedite licensing and permitting processes. Elsewhere new actors are entering the sector, including state-owned enterprises and downstream companies. Understanding the risks involved in licensing processes is therefore a pressing need. This session will explore how these trends are reshaping corruption risks and the implications for communities and citizens in mineral-rich countries. It will build on NRGI and EITI research which explores the risks of corruption in licensing and how to mitigate its impacts through reforms, including beneficial ownership and contract transparency, bringing in perspectives from specific countries and topic experts.
