The application period for this course has now closed.

The Eurasia Extractive Industries Knowledge Hub is announcing a training course on the legal and fiscal framework of extractives industries from 5-7 December in Baku, Azerbaijan.

The ultimate goal of the course is to deliver policy relevant skills to government officials, MPs and parliamentary staff, CSO activists, academicians and mass media representatives in developing effective legal and fiscal space, contracting, taxation and profit sharing mechanisms between companies and government. These are crucial components to transparent and accountable governance of natural resources, as they set the rules and strategies that govern behavior of extractive sector actors. The training will provide the participants with knowledge on various methods of analyzing fiscal and legal regimes in Eurasian countries that export petroleum and minerals. Course participants will actively engage in in-depth analysis and develop recommendations for improvement of legal and fiscal regimes in extractive industries.

The course covers:
  • Exploration and license allocation
  • Contracts
  • Fiscal Regimes in Extractive Industries
  • Taxation
The course will be delivered by NRGI and Eurasia Hub trainers in English. There will be simultaneous Russian translation.

Expenses related to participation of officials, academicians, civil society representatives and mass media representatives from Mongolia, Azerbaijan, Kazakhstan, Kyrgyzstan, Ukraine and Tajikistan will be covered by the organization.

Applicants who are not from listed categories and countries can apply provided that they pay the program tuition fee of USD 600, which covers lunch and accomodations, course materials and refreshments. Please note that travel costs are not included in the fee.

Applicants willing to take the Course should complete and submit an application form no later than 30 October 2016.
