This event was part of the “Managing Oil, Gas, and Mining Governance in Exceptional Times” online series in collaboration with the Blavatnik School of Government, University of Oxford.

For the first event in a new limited series, Sir Paul Collier was in discussion with former CEO of De Beers Botswana, Sheila Khama. They discussed the impact De Beers has had over the economic development of Botswana through diamond mining as well as subjects ranging from leadership to the importance of good relationships between the public and private sectors for the benefit of a country as a whole.

Paul Collier, Professor of Economics and Public Policy

Sir Paul Collier is Professor of Economics and Public Policy at the Blavatnik School of Government and a Professorial Fellow of St Antony’s College. From 1998–2003 he took a five-year Public Service leave during which he was Director of the Research Development Department of the World Bank. He is currently a Professeur invité at Sciences Po and a Director of the International Growth Centre.

Sheila Khama, former CEO of De Beers Botswana

Sheila Khama is a former non-executive director CEO of subsidiaries of De Beers, and compliance officer for Anglo American Corporation Groups’ diamonds, thermal coal, copper nickel, soda ash and a range of upstream mining support services in Botswana. She has spent 10 years leading teams of experts including at the World Bank and the African Development Bank advising policymakers in extractives governance in parts of Africa, the Caribbean, Central Asia, and Latin America. She has been a member of teams managing green, brown fields projects and mining operations and mineral processing facilities. Areas of knowledge are regulatory frameworks, strategies for ESG, negotiations, joint venture arrangements, government relations, sovereign, and reputation risk.

Sheila served on the boards of directors, audit, sustainability, and project oversight committees of the world’s largest diamond mining company by value (Debswana) and the world’s largest diamond sorting company by value and volume (DTC Botswana). She has chaired boards of special purpose vehicles for AngloGold Ashanti’s public health support program in Ghana and Debswana and De Beers’ small business development initiative in Botswana. Her executive leadership experience includes 5 years as CEO of De Beers Botswana and 3 years as a member of the executive team at First National Bank Botswana, among others.

Sheila Khama is a consultant, non-executive director of Tullow Oil (a FTSE 250 company) and The Metals Company (a NASDAQ) and is a member of the companies’ sustainability and remuneration subcommittees, respectively.
