For the second event in our limited series, Paul Collier spoke to Spencer Dale, Chief Economist at BP and former Chief Economist of the Bank of England. 

As the world pivots their energy usage to more sustainable solutions, the oil and gas industry must work with governments to ensure the transition does not unfairly impact poorer countries. During this conversation, Paul and Spencer delved into the role of the oil and gas industry in climate change. From the development of sustainable growth strategies to decarbonising wealthier countries, this conversation will tackle some of the biggest questions facing the industry today.

Paul Collier, Professor of Economics and Public Policy

Sir Paul Collier is Professor of Economics and Public Policy at the Blavatnik School of Government and a Professorial Fellow of St Antony’s College. From 1998–2003 he took a five-year Public Service leave during which he was Director of the Research Development Department of the World Bank. He is currently a Professeur invité at Sciences Po and a Director of the International Growth Centre.

Spencer Dale, Chief Economist at BP and former Chief Economist of the Bank of England

Spencer Dale bp as group chief economist in October 2014. Prior to that, he was executive director for financial stability at the Bank of England and a member of the Financial Policy Committee. Between 2008 and 2014, Spencer was chief economist of the Bank of England and a member of the Monetary Policy Committee. Spencer joined the Bank of England in 1989 and served in numerous roles, including private secretary to Mervyn King and head of economic forecasting. Spencer served as a senior advisor at the US Federal Reserve Board of Governors between 2006 and 2008.
 

Spencer Dale is bp’s chief economist. He manages bp’s global economics team, providing economic input into the firm’s commercial and strategic decisions. bp’s economics team also produces the annual Statistical Review of World Energy and the Energy Outlook.
