is a pioneering measurement of government disclosure in the management of oil, gas and minerals. It ranks transparency in 41 countries among the world's top producers of petroleum, gold, copper and diamonds.
Transparent and accountable management of natural resource revenues is essential to the development and stability of resource rich countries. The regular, timely release of comprehensive information about oil, gas and mineral resources enables governments, legislatures and citizens to conduct an informed debate about how best to manage and utilize those resources.
For data-gathering purposes, the Revenue Watch Institute developed a questionnaire to identify information about a government’s management of oil, gas and mineral resources. The questionnaire assessed seven key categories of data and government performance.
