Community of Practice: Legal and Regulatory Measures for Fossil Fuel Phaseout (COP28 Blue Zone Event)

The pathway to oil and gas phase out will require guiding legislation, regulation, and policy. As well as legislation affecting new licensing and the timeframe for production, including setting production end-dates, wider reforms to the regulatory frameworks guiding the sector may be required. Governments that pre-emptively identify legal and regulatory barriers to phase out and address potential risks should be in stronger position to manage a just transition, compared to those that implement reforms quickly in response to a declining market for oil and gas.
The BOGA Community of Practice is designed as a platform for peer learning and knowledge sharing amongst BOGA governments, other interested governments, legal and technical experts, and the broader community working in the space. This panel brings together discussants from first mover governments who have already enacted legislation toward the phase out of oil and gas, and technical partners, to discuss developments in the design and implementation of regulation for phase out.
